Xiamen and Tokyo are close enough that the relationship behaves differently from a European one: the sea leg is short, the air link is direct, and a buyer can visit the partner factories and be back in Tokyo the same week. What makes Japan demanding is not the distance but the standard of the specification. Unitex Underwear (Xiamen Unitex Trade Co., Ltd.) is a China-based underwear supplier working through long-term BSCI-audited partner factories in the Fujian knitwear corridor — men’s, women’s and kids’ knitted underwear, MOQ 2,000 pcs per style and colour, FOB Xiamen.
The Tokyo Buyer Base, and What It Asks For
Japanese underwear retail is dominated by a handful of very large channels — general trading companies, established apparel wholesalers, specialist retail chains and the private-label programmes of variety stores — supported by a deep layer of brand owners and licensing businesses in Tokyo. The buying culture that comes with it is specification-first. A Japanese brief usually arrives as a detailed specification document rather than a reference sample: yarn count, knit structure, stitch density, elastic modulus of the waistband, colour standard, tolerance ranges and an inspection standard all written down, with the sample expected to confirm the document rather than define it.
That changes what success looks like at the sampling stage. In most markets a counter sample is judged on how close it feels to the reference. In Japan it is judged against the measurements, and a garment that feels right but measures outside the tolerance is a rejection. The counter sample cycle is therefore worth taking seriously as a cycle — seven to ten days from us, then the buyer’s evaluation, then an adjustment — rather than treated as a formality before bulk. Programmes that budget two weeks for it are usually the ones that stay on schedule.
The other characteristic worth planning for is the delivery standard. Japanese retail works to narrow windows, and a late delivery is a commercial problem rather than an inconvenience. Because the sea leg from Xiamen is short, the natural structure is a modest safety stock held at the buyer’s side plus a short replenishment cycle, rather than the large seasonal buy a European or Brazilian buyer would place.
Xiamen to Tokyo: Short Sea Leg, Direct Flights
Container services from Xiamen into Tokyo and Yokohama are among the shortest on our list. Port to port transit runs in the region of five to eight days on the direct services, with a day or so added for the Yokohama call. Door to door, including export clearance, Japanese import clearance and delivery into the Tokyo metropolitan area, allow roughly twelve to eighteen days — which is closer to what other markets experience by air than by sea.
The air link is direct and short. Xiamen to Tokyo is a flight of about three hours, with several daily services, which makes a same-week factory visit entirely practical: fly out in the morning, spend a full day at the partner site, return the following day. For cargo, air freight lands in one to two days airport to airport and Xiamen Gaoqi has the belly capacity to support it.
Japanese customs allows pre-arrival declaration within seven days of the vessel’s arrival, which is worth using: filing before the ship berths is the difference between a clearance that completes on the day of discharge and one that waits. An Advanced Filing System entry is filed by a Japan-registered customs broker, and the importer needs a Japanese entity or a customs representative — a point worth settling at the start of a programme rather than at the end.
Japanese Labelling, Consumption Tax and the Duty Position
Japanese textile labelling is governed by the Household Goods Quality Labelling Act, administered by the Consumer Affairs Agency. The label has to carry the fibre composition by generic name and percentage in descending order, the care instructions using the symbols set out in the Japanese industrial standard for care labelling, and the name and address of the labeller. The labeller requirement is the point that trips up importers: for imported goods the labeller has to be a Japanese-established entity, so the label carries your Japanese company, importer or distributor rather than the Chinese supplier. As in other markets, the label has to be attached to the product in a way that reaches the consumer — a hangtag is not a substitute for a sewn-in care label.
On cost, Japan applies a general tariff rate for the heading, a lower rate bound under the World Trade Organization, and a preferential rate for parties to the Regional Comprehensive Economic Partnership. For knitted cotton underwear the general rate is in the region of eleven percent, the WTO-bound rate about seven and a half percent, and the RCEP preferential rate around five percent — but the preferential rate applies only with a valid certificate of origin, and without it the higher rate is assessed. That certificate is the single largest cost lever on a Japanese programme, and it is worth arranging rather than assuming. In practice it is issued by the exporting party from the origin criteria, and we will confirm what we can supply for your product rather than describing the scheme in the abstract.
Consumption tax is ten percent, charged on the customs value plus duty. One change matters operationally: from 1 January 2026 Japan abolished the exemption that previously applied to consolidated imports below ten thousand yen, so the ten percent now applies from the first yen on every commercial import regardless of value. A small sample shipment that used to arrive tax-free no longer does, and a programme built around splitting deliveries into small parcels for tax reasons is now pointless. On the product compliance side, the household goods labelling rules sit alongside the general product safety framework, and chemical compliance on skin-contact textiles — azo dyes, formaldehyde — is enforced through the same channel as the label.
What We Do, and What We Do Not Do
Unitex is a sourcing and supply-chain management company and owns no production facilities. We develop styles, source fabric and trims, place orders with long-term partner factories in the Xiamen–Quanzhou–Jinjiang corridor, and run production follow-up, AQL 2.5 inline and final inspection and export documentation. Compliance evidence is amfori BSCI at the partner sites and OEKO-TEX Standard 100 for the materials on your order, with certificate numbers shared at quotation.
For a Japanese programme we can be most useful in two places: holding the specification discipline that the market expects through the sampling cycle, and providing the documentation that supports the certificate of origin and the import entry. We are a sourcing company rather than a manufacturer, so the manufacturing partner for a Japanese programme is selected per style and disclosed to you at quotation — your team can audit the site directly instead of taking a claim on trust. What we are not is the labeller on your Japanese label — that has to be a Japanese-established entity, normally your own company or your importer. We sew the label your labeller details require, and we get the details right before the goods are packed rather than after.

Buyer checklist
- Confirm the labeller details for the Japanese label — it has to be a Japanese-established entity, not us.
- Set the care symbols to the Japanese industrial standard rather than reusing a European symbol set.
- Arrange the certificate of origin for the RCEP preferential rate before booking production, not at shipment.
- File the pre-arrival declaration within seven days of vessel arrival to clear on the day of discharge.
- Rebuild any plan that relied on splitting deliveries to stay under the ten-thousand-yen threshold — that exemption ended on 1 January 2026.
- Write the specification down before sampling: the counter sample is judged against the measurements, not against how the reference feels.
