Peru is a textile-producing country with its own cotton and alpaca industry, and that shapes how an imported underwear programme is positioned: imported basics compete on price and consistency against a strong domestic cotton sector, while premium and technical lines compete on fabric. Peru’s Market: Strong Domestic Cotton, Imported Basics on Price
Peru is unusual in Latin America in having a substantial domestic textile industry built on Pima and Tangüis cotton and on alpaca. Domestic mills serve the mid and premium segments, and a Lima importer is therefore usually competing on either price in the mass segment or on fabric and construction in the branded segment. That changes what to ask a supplier for. In the mass segment the conversation is about consistency of the base fabric, shrinkage control and a stable shade across repeat runs. In the branded segment it is about fabric weight, spandex content and finishing.
Lima’s trade is concentrated in the Gamarra district, one of the largest apparel wholesale clusters in South America, alongside department-store programmes and a growing online segment. A Gamarra buyer typically works in shorter runs than a European importer and reorders faster, which makes the trial quantity more important than the headline minimum. Selected styles can be trialled from 1,000 pieces per style and colour against the standard 2,000-piece minimum, and that is usually the right way to open a Peruvian programme.
Labels in Spanish: What the Andean Community Requires
Peru applies the Andean Community technical labelling regulations, and the practical effect for apparel is that the mandatory labelling information must be conveyed in Spanish, although additional languages, symbols or pictograms may appear alongside it. The information must be permanent, legible, visible and easy for the consumer to check, and it can be spread across one or more labels. Where the product is manufactured in one country using materials from another, the origin statement has to reflect that. Labels cannot be corrected by over-printing the required information after the fact, which means the artwork has to be right at production.
Peruvian consumer protection law reinforces the same point from a different direction: information supplied to consumers must be accurate, and misleading fibre composition is a specific ground for sanctions. In practice the label should carry fibre composition by percentage, care instructions, size, country of origin and the identity of the importer or the manufacturer. Because garments need a permanent label sewn in, the label belongs in the production specification rather than in a post-arrival operation.
Xiamen to Lima: The Callao Route and the Duty Picture
There is no direct flight between Xiamen and Lima. Common routings are one-stop through Paris — Xiamen–Paris is a direct Xiamen Airlines service — or through Los Angeles, Madrid or Panama City, with total airport-to-airport time of twenty-four to thirty hours. Air freight is for samples and urgent replenishment.
Sea freight lands at Callao, the port serving Lima, and to a lesser extent at Paita in the north. From Chinese origins, transit is typically in the region of thirty to forty days port to port depending on the routing and number of calls, and door to door to Lima with Peruvian customs clearance and inland delivery, plan forty-five to fifty-five days. Transshipment through a hub such as Busan, Manzanillo or Panama is common, and each connection adds risk of a missed feeder, so a delivery-critical shipment benefits from a routing with a shorter connection rather than the cheapest sailing.
On cost: Peruvian ad valorem duties for apparel have historically sat at the higher end of the tariff schedule, with textiles and footwear among the categories attracting the top rate band, and value added tax applies on the duty-paid value. Peru also applies anti-dumping measures on certain Chinese textile inputs — measures have covered polyester staple fibre and, historically, zip fasteners and their components — so before you build a costing model, confirm with your broker whether any measure touches your specific commodity code. This is a genuine risk area for Chinese-origin textile products into Peru, and it is better checked at quotation than discovered at the port.
Peru also has a free trade agreement with China in force since 2010, which reduces or eliminates duty on many lines against a valid certificate of origin. Whether your garment qualifies depends on the rules of origin and on the specific classification, so ask your broker to confirm both the rate and the origin criteria before you price.
