The Nordics buy as a region more than most of Europe does. A buying office in Stockholm, Copenhagen or Oslo often places one order for several countries, which makes the label the central practical problem: four languages, four currency and VAT regimes, and for Norway a separate customs territory. One Region, Four Regimes: How to Structure a Nordic Programme
Sweden, Denmark, Finland and Norway share a buyer culture but not a regulatory one. Sweden, Denmark and Finland are EU member states and apply Regulation (EU) No 1007/2011, with the fibre declaration in the language of the member state where the product is made available to consumers — Swedish, Danish and Finnish respectively. Norway is not in the European Union: it has its own customs territory, its own duty and VAT treatment, and a shipment cleared into Sweden does not automatically clear into Norway.
That produces a straightforward structural choice. Either you ship one allocation into Gothenburg and move it onward — efficient if your Nordic distribution is centralised, but it means a separate Norwegian customs entry for any stock sold there — or you arrange separate export shipments with their own documentation per country. The second is simpler on compliance and more expensive on freight. Which is right depends on your volumes, so it is worth deciding at the brief stage rather than after the first container.
On the label itself, the practical answer is one sewn-in label carrying Swedish, Norwegian, Danish and Finnish alongside the fibre declaration. Four languages on one label costs no more than one language if the requirement is known at sampling. Attempting to add a language after production means either re-labelling the whole shipment or splitting it, which is where Nordic programmes most often lose money. Note that Nordic textile terminology differs from English, so a label designed for a German or Dutch market cannot simply be reused.
Compliance Culture: Transparency Before Price
Nordic buyers lead with compliance and supply-chain transparency and reach price later. The questions we get most often are about where the cotton comes from, which audit covers the site, what the fabric certificate actually covers and whether the label artwork already satisfies each national language requirement.

Chemical compliance is taken seriously across the region. Swedish, Danish, Finnish and Norwegian authorities work with customs to enforce REACH-equivalent controls on imported textiles, and garments containing prohibited azo dyes, phthalates, formaldehyde, PFAS compounds or heavy metals above the limits are refused entry. Because underwear is a skin-contact article, ask for the test documentation for your fabric rather than relying on a general compliance statement.
Gothenburg, the Railport and the Nordic Feeder
No Nordic capital has a direct flight from Xiamen. Air cargo routes one-stop through Helsinki, Copenhagen, Amsterdam or Beijing, with total airport-to-airport time of fifteen to twenty-two hours and door-to-door air freight of about five to eight days. Air is used for samples and urgent replenishment.
Ocean freight into Scandinavia is a two-stage movement. Main-line services from Xiamen run to the northern European hubs — Rotterdam at roughly twenty-six to thirty-four days, Hamburg at thirty-one to thirty-seven — and a feeder or on-carriage then carries the cargo north. Gothenburg, Scandinavia’s largest port, is typically reached in around forty days from central China including the transshipment, and it functions as the regional distribution hub. Its on-dock Railport moves containers by scheduled block train to Stockholm, Malmö, Jönköping and on to Oslo, which cuts drayage cost on Nordic distribution compared with road-only movement. Plan forty-five to fifty-five days door to door for a Stockholm destination.
Because of the transshipment, the single largest source of delay is not the ocean leg but the connection at the hub. If your delivery has a hard date, it is worth paying for a routing with a shorter connection at Rotterdam or Hamburg rather than accepting the cheapest sailing available.
VAT Across the Four Countries
Swedish VAT, MOMS, is twenty-five percent on the CIF value, and a Swedish VAT-registered business recovers the import VAT in full through the periodic return — so the net cost is zero for a B2B buyer, although the cash-flow timing still matters. Denmark applies twenty-five percent with very few reduced rates. Finland applies a standard rate of twenty-four percent. Norway is outside the EU and has its own value added tax on imports, currently at the Norwegian general rate, with its own registration thresholds and reporting.
Duty on apparel from China is in the region of twelve percent for the EU members under the common external tariff. Norway is not in the customs union, so its tariff schedule applies separately and may differ from the EU rate for the same garment — check the Norwegian rate for your specific commodity code rather than assuming it matches. EORI registration is needed for the EU members, and Norway has its own registration requirement for importers.
