The Netherlands is a market of roughly eighteen million consumers attached to a distribution system that serves five hundred million. A Dutch importer is very often a European importer, and the programme has to be built for that. The European Gateway Logic, and What It Does to Your Label
Goods cleared into the Netherlands are in free circulation across all twenty-seven EU member states without a second import duty event. That single fact explains why so much apparel is imported through Rotterdam and why Dutch logistics providers are structured around onward distribution into Germany, Belgium, France and the Nordics.
It also determines the label strategy. If one style is cleared in Rotterdam and then sold in the Netherlands, Germany, Belgium and France, a Dutch-only label fails at three of the four destinations. The right answer is normally a multi-language sewn-in label carrying every required national language, which costs essentially nothing extra when it is planned at sampling and is expensive to fix afterwards. Where a language requirement is particularly demanding — French with the Triman marking, for instance — it may be cheaper to produce a destination-specific variant and split the packing by market.
We ask where the stock physically ends up before we quote, because that question decides the label and therefore the price. It is worth answering it precisely rather than assuming the Netherlands is the destination because that is where the container clears.
Rotterdam, Barge, Rail and the Inland Network
Xiamen Airlines operates a direct service between Xiamen and Amsterdam, and Schiphol is a major European cargo gateway, so air freight is straightforward and lands in two to four days door to door.
For volume, Rotterdam is the default gateway at around 14.8 million TEUs a year. From Xiamen, northern European services run roughly twenty-six to thirty-four days port to port, with Hamburg at thirty-one to thirty-seven days and Antwerp at about twenty-eight. Adding export clearance, Dutch import clearance and inland delivery, plan forty to fifty days door to door.
What makes Rotterdam worth the choice is the inland network rather than the port itself. Barge services run up the Rhine to Germany on a scheduled basis, which is usually the cheapest way to move a container from the coast to the German hinterland. Rail and road cover the Randstad within hours, and door delivery to Amsterdam, Utrecht or the Westpoort logistics district is a same-day movement from the terminal. If your distribution reaches Germany and you are deciding between clearing in Rotterdam and clearing in Hamburg, the barge leg is usually the deciding factor.
One caution: the EU Emissions Trading System surcharge now appears as a separate line on Asia–Europe invoices following full implementation in 2026, and different carriers itemise or absorb it differently. Ask specifically how the surcharge is treated on any quotation you compare, because a base rate comparison can be misleading.
Article 23, VAT and the Dutch Label Rules
The Dutch Article 23 permit is the single most valuable tax feature of importing through the Netherlands and the one most often overlooked by foreign buyers. It allows a VAT-registered business to defer import VAT to the periodic VAT return rather than paying it at the border, recording the amount as both input and output tax so that the net cash impact is zero. Dutch VAT is twenty-one percent on clothing — the Netherlands applies a reduced nine percent rate to certain goods, but apparel is not among them. For a buyer moving significant landed value, the deferral is a working-capital benefit of real size, and non-resident businesses can often access it through a fiscal representation arrangement. Confirm your own position with a Dutch adviser, but do ask.
On labelling, the Netherlands applies Regulation (EU) No 1007/2011. The fibre composition goes on a durable and legible label using the generic names listed in the Regulation, in descending order by weight, with the information in Dutch or in one of the official languages of the member states where the product is placed on the market. Practically, the Dutch language requirement is less rigid than the German or French one, but goods reaching Dutch consumers should carry Dutch. Country of origin is not required by the Regulation, though it is declared to customs and any printed origin claim must be true.
Duty on apparel from China is in the region of twelve percent under the common external tariff, and an EU EORI number is required. Since December 2024, Regulation (EU) 2023/988 has required an EU-established responsible economic operator and a technical file, and REACH Annex XVII restricts azo dyes, formaldehyde and certain heavy metals in skin-contact articles — underwear included.
