Italy is Europe’s most demanding apparel market on two fronts at once: it has the continent’s deepest domestic textile and knitwear industry, and it enforces label and consumer information rules more strictly than the EU baseline. Both facts matter to an importer. Competing in a Market with Its Own Great Industry
Italy has a substantial domestic knitting and hosiery industry, particularly in Lombardy, Veneto, Emilia-Romagna and Tuscany. That means an importer is not filling a gap — it is competing on a specific axis. Where Italian production is strongest is short runs, made-in-Italy positioning and premium finishing. Where importing wins is on volume basics, on price-sensitive retail tiers, and on categories where the domestic industry has moved out of mass production.
In practice the briefs that come to us from Italy cluster in three areas: volume men’s basics for value retail and private label; high-count cotton and modal blends where the fabric specification is the point; and plus-size ranges, where domestic supply is thin and the size grading has to be built properly. In all three, the sealed pre-production sample and the locked measurement chart matter more than the headline price, because Italian retail does not tolerate a second shipment that does not match the first.
It is also worth being honest about the limit: if the requirement is a small run with a made-in-Italy origin claim, we cannot serve it, because the goods are not made in Italy. A label that implies otherwise would be a regulated origin claim under Italian law and would put your business at risk.
The Italian Label: Stricter Than the EU Baseline
Fibre composition follows Regulation (EU) No 1007/2011: the generic fibre names listed in the Regulation, with percentages by weight in descending order, on a label that is durable, legible, visible and securely attached. Italy has applied the Regulation since 2012 and adds national requirements on top, and this is where the market differs from a German or Dutch programme.
First, the information must be given at least in Italian, and the fibre names must be written in full — abbreviations and trade names that are not the Annex I designations are not accepted. Second, Italy expects the identity and contact details of the party responsible for placing the product on the market — the manufacturer, trader or importer as applicable — together with product-type identification such as a lot, series or article number. Third, the same composition information has to appear in Italian in catalogues, specifications, packaging and distance-selling listings, so an Italian online product page is covered by the same rule as the physical label.
The sanctions structure is worth understanding: liability can fall on the party that placed the non-compliant product on the market and on a distributor that made it available without checking. That is why Italian retailers push verification upstream to the supplier, and it is why we would rather settle the label at the quotation stage than at the first purchase order.
Genoa, La Spezia and the Italian Gateway Question
There is no direct flight from Xiamen to Italy. Air cargo routes one-stop through Shanghai, where a direct Shanghai–Rome service operates, or through Beijing, Doha or Istanbul, with total airport-to-airport time of fifteen to twenty hours and door-to-door air freight of about five to eight days.
On the ocean side, Italy’s main container gateways are Genoa and La Spezia in the north-west, with Livorno serving Tuscany and Naples and Gioia Tauro in the south. Mediterranean services from Chinese origins run roughly thirty to thirty-eight days port to port, with Genoa typically around thirty-two to thirty-six days from central and south China. Inland, Genoa reaches Milan in under two hours by road, Turin in about two and a half, and Rome in six to eight; La Spezia is comparable for Milan and better placed for Tuscany and Emilia-Romagna.
Two cost items belong in the landed-cost model from the start. The EU Emissions Trading System surcharge appears as a separate line on Asia–Europe invoices following full implementation in 2026, so quotations should be compared on total cost rather than on the ocean freight line. And Italian port and inland charges vary enough between Genoa and La Spezia that a cheaper ocean rate into the wrong port can cost more overall. Duty on apparel from China is in the region of twelve percent under the common external tariff, Italian VAT is twenty-two percent on the duty-paid value and recoverable, and an Italian EORI is required.
REACH, OEKO-TEX and the Green Claims Trap
Chemical compliance runs through REACH. Annex XVII restricts azo dyes that can release listed aromatic amines in textiles worn against the skin, along with formaldehyde and certain heavy metals. Underwear is a skin-contact article, so this is what a laboratory test will focus on. OEKO-TEX Standard 100 certification on the fabric gives an Italian buyer a recognised reference point, and we share the certificate numbers for the materials on your order at quotation.
One Italy-specific caution on marketing. Italy’s competition authority has been active on environmental and origin claims in fashion, and an unsubstantiated sustainability statement on a label or a listing is treated as an unfair commercial practice. If your copy references a certification, it should reference the certificate that actually covers the product on the order — not a mill-level certificate for a different fabric. We will tell you which certificate covers the material you have chosen, and we will not dress it up.
Since December 2024, Regulation (EU) 2023/988 has also required an EU-established responsible economic operator and a technical file. For an Italian importer that is normally your own Italian entity, and the operator’s details should appear on the product or its packaging.
