Russia is the market on this list where the compliance work is heaviest and the logistics are least predictable, and both facts have to be built into the programme from the start. EAC conformity, Russian-language labels, mandatory marking under the Chestny Znak system and a duty and VAT structure that changed at the start of 2026 all sit before the goods reach a Moscow warehouse. EAC Conformity: What Adult Underwear Requires
Textile products placed on the Russian market fall under the Eurasian Economic Union technical regulations. Adult clothing, footwear and knitted goods are covered by TR CU 017/2011 on the safety of light industry products, while products for children and adolescents fall under TR CU 007/2011. Which conformity route applies — a declaration of conformity or a certificate of conformity — depends on the product category and the risk level. For mainstream adult lines such as cotton briefs, boxer briefs and trunks, the declaration route is the norm; children’s garments require the certificate route and, for first-layer items for very young children, state registration with sanitary-epidemiological control at the border.
Two 2026 changes are worth knowing before you plan a launch. The list of products requiring certification rather than declaration has been widened, and the technical regulation was amended to add environmental indicators — including a limit on microplastic content in fabric by mass and a pH labelling requirement for children’s clothing. Conformity documents are also issued electronically through the EAEU information system with a verification QR code, and the major marketplaces validate documentation through an API integration with the Russian accreditation service. A document that is not registered in the system will fail that check.
The substantive testing regime has not changed: formaldehyde limits, a ban on azo dyes releasing listed carcinogenic aromatic amines, pH in the range appropriate to skin contact, heavy metal limits, colour fastness and fibre composition tolerance. Because underwear is a first-layer skin-contact product, it sits in the strictest band for several of these parameters.
Labelling in Russian and Chestny Znak Marking
Russian consumer information has to be in Russian. A garment label is expected to carry the product name, the brand or trade mark, the fibre or material composition by percentage, the size on the Russian or European scale, the country of origin, and the name and address of the manufacturer or the authorised Russian representative, together with care instructions. The EAC mark has to be applied clearly and durably, and it cannot be supplied as an adhesive sticker.
Separately, and increasingly the item that decides whether goods can be sold at all, is the Chestny Znak traceability marking. The list of light industry products subject to marking has been broadened to cover effectively the whole range, and the marking is applied before the goods cross the Russian border. The sequence matters: the importer registers in the Chestny Znak system, orders marking codes, transmits those codes to the manufacturer abroad, the codes are applied to the item, its label or its packaging, the manufacturer reports back that the codes are applied, and the code export file accompanies the customs declaration. Skipping a step before the cargo ships is the most common cause of a border delay, and it is entirely preventable because the codes can be issued to us in advance.
Getting Cargo to Moscow: No Direct Link, Several Routes
There is no direct flight between Xiamen and Moscow. Air cargo routes one-stop, commonly through Beijing, Shanghai or Chengdu, and total transit runs from about twenty hours on the fastest routings to thirty-five hours on the slower ones. For sea, Xiamen cargo moves to Russian ports through a feeder or rail stage rather than on a direct main-line call; the practical options are a northern sea route into St Petersburg, a Black Sea routing, or China–Europe rail. Rail from inland Chinese hubs to western Russia has become a genuine middle option, sitting between sea and air on both cost and time, though capacity on scheduled services needs booking well ahead in peak periods.
Because the routing is complex and changes with the freight market, our standard term for Russia and the CIS is EXW Xiamen: you take the goods at our port under your own CIS logistics provider, who manages the multi-stage route, the border formalities and the import declaration. That is not us stepping back from the programme — production follow-up, inspection and documentation are all unchanged — it is a recognition that a specialist CIS forwarder will move the cargo faster than we can, and that your importer of record has to control the border process in any case.
On cost: import VAT rose to twenty-two percent for adult clothing at the start of 2026, with a reduced ten percent rate remaining for confirmed children’s categories, and a customs fee applies on a sliding scale by shipment value. Duty on apparel depends heavily on the specific code, with a mix of ad valorem, combined and specific rates — some knitwear lines carry a fixed rate per kilogram — so duty should be calculated from the actual code rather than from an average.

Given the testing, the state registration where applicable and the FGIS registration, the conformity work is a project in itself, and it should start before production rather than alongside it.

- Decide which EAEU entity is the importer and authorised representative, because the conformity documents must be registered to it.
- Start the EAC conformity process before production, not alongside it, and check whether your line falls under the widened certification list.
