Greece’s apparel trade is concentrated in Athens and Thessaloniki, with a wholesale sector serving domestic retail and a significant re-export business into the Balkans. The re-export dimension matters for how a programme is built: a Greek buyer distributing to non-EU neighbours may need goods to move under a transit procedure rather than being fully released for free circulation, and the documentation that supports a preferential origin claim has to be in place before the goods leave China.

For a straightforward domestic programme the requirement is simpler. Greek labels follow the EU baseline under Regulation 1007/2011, and the information should be in Greek for goods sold to Greek consumers. Greek VAT is twenty-four percent, higher than the German or Dutch rates, which makes the recoverability question worth confirming early if your entity is not VAT-registered locally. Duty on apparel from China is in the region of twelve percent under the common external tariff.

Xiamen to Piraeus: A COSCO Hub with Direct Main-Line Calls

There is no direct passenger flight between Xiamen and Athens. The usual air routings are one-stop through Shanghai, where a direct Shanghai–Athens service operates, or through Beijing, Doha or Istanbul, with total airport-to-airport time of fifteen to twenty-two hours. Air freight is used for samples and urgent replenishment.

The sea route is better than Greece’s geography might suggest. Piraeus is one of the largest container ports in the Mediterranean and is COSCO-operated, which means it takes direct main-line calls from Chinese ports rather than depending entirely on transshipment. Transit from Chinese origins runs about thirty to forty days port to port, with Xiamen typically around thirty-five to forty days on the services we see, and Thessaloniki in the north roughly comparable and often better placed for Balkan distribution. LCL adds about seven to ten days for consolidation and deconsolidation.

Door to door, including Greek import clearance and inland delivery to Athens, plan forty-five to fifty-five days. One practical caution: Greek customs clearance is often handled by a licensed broker, and the entry summary declaration has to be lodged before the vessel arrives. A missing or late ENS is one of the more expensive mistakes on this route, so it belongs on the pre-shipment checklist rather than with the broker’s to-do list.

Greek Labelling, Duty and the Chemical Rules

Greek labels follow Regulation (EU) No 1007/2011: generic fibre names, percentages by weight, descending order, on a durable and legible label, with the information in Greek for goods sold to Greek consumers. Country of origin is not required by the Regulation, but it is declared to customs and any printed origin claim must be accurate. Care labelling is a commercial expectation rather than a statutory requirement, and Greek retail expects it.

Chemical compliance runs through EU REACH, and Greek customs inspection rates on textiles are non-trivial, particularly for children’s garments. Azo dyes that can release listed aromatic amines, formaldehyde, phthalates, PFAS and heavy metals above the thresholds are the substances most often tested. Because underwear is a skin-contact article, the test documentation for the fabric should be part of your pre-production file, and a third-party test report at style level is a reasonable request to make of us.

Since December 2024, Regulation (EU) 2023/988 has required an EU-established responsible economic operator and a technical file. For a Greek importer that is normally your own Greek entity. Greek VAT is twenty-four percent on the duty-paid value, and a Greek EORI number is needed to clear the goods.
