The Netherlands is less a consumer market with a distinctive label rule than it is the gateway through which a large share of European apparel enters the single market. A buyer in Amsterdam is often importing for the Netherlands, Belgium, Germany and the Nordics on one customs entry. Why Amsterdam Buyers Are Usually Buying for More Than the Netherlands
A Dutch importer clearing goods at Rotterdam can distribute across all twenty-seven member states without a further import duty event, because the goods are in free circulation once the entry is accepted. That is the commercial reason the Netherlands hosts so much apparel importing, and it changes what the supplier has to deliver. The label cannot be Dutch-only if the goods are destined for Germany and France as well; it has to be a multi-language variant carrying every required national language, or the shipment has to be split by destination at packing stage.
We ask that question at the enquiry stage rather than at sampling: where does the stock physically end up? A Dutch-only label on goods that are then sold in Germany is a compliance failure that surfaces at a German retailer, months after the container has moved. Planning the language set up front costs nothing; fixing it later costs a relabelling run.
Rotterdam, the Rhine and the Inland Distribution
There is no direct flight between Xiamen and Amsterdam for passengers, but Xiamen Airlines does operate a direct service on the route, and Amsterdam Schiphol is a major European cargo gateway. Air freight from Xiamen makes one connection at most and lands in about two to four days airport to airport.
For ocean freight, Rotterdam is the default. It handles around 14.8 million TEUs a year, making it the largest container port in Europe, and it takes roughly 26 to 34 days port to port from Xiamen on a northern European service. For comparison, Hamburg runs about 31 to 37 days and Antwerp about 28 days. Door to door, adding export clearance, Dutch import clearance and inland delivery, plan 40 to 50 days.
The inland network is what makes Rotterdam an Amsterdam proposition. Barge services run up the Rhine to Germany and into Belgium and France on a scheduled basis, and rail and road connections cover the Randstad within hours. For a buyer whose warehouse is in Amsterdam, Schiphol or the Westpoort district, the last leg is a same-day movement. If your distribution reaches Germany, clearing in Rotterdam and barging inward is often cheaper than clearing in Hamburg, even when the ocean leg is comparable.
Dutch VAT Deferral and the EU Label Baseline
The Dutch Article 23 permit is the feature most worth understanding if you import at any volume. It allows a VAT-registered business to defer import VAT to the periodic VAT return instead of paying it at the border, recording it as both input and output tax, with a net-zero cash impact. Dutch VAT is twenty-one percent on most goods. For a buyer with significant landed value, that deferral is a working-capital advantage of real size, and it is available to non-resident businesses in many cases through a fiscal representation arrangement. Confirm your own position with a Dutch adviser, but do ask — it is routinely overlooked.
On labelling, the Netherlands applies Regulation (EU) No 1007/2011, so the fibre composition goes on a durable and legible label in the generic names listed in the Regulation, in descending order by weight, with the information in Dutch or in one of the languages of the member states where the product is placed on the market. The Dutch language requirement is less rigid than the German or French one, but if your goods reach Dutch consumers you should still carry Dutch. Country of origin is not required by the Regulation, though the customs declaration states it and any origin claim you print must be true.
On duty: apparel from China is in the region of twelve percent under the common external tariff. The Netherlands also applies a reduced nine percent VAT rate to certain goods, but clothing is not among them. An EU EORI number is required. Since December 2024, Regulation (EU) 2023/988 has required an EU-established responsible economic operator and a technical file.
