Italy is a demanding market for imported apparel in a way that is easy to underestimate: the labels have to be in Italian, the responsible operator has to be identifiable, and the consumer code carries sanctions for information that misleads. Rome, Lazio and the Italian Buyer Network
Rome’s own apparel trade is substantial — wholesale and retail clusters across the city, regional chains, and a large independent sector — but the Italian buying gravity sits further north, in Milan and the Lombardy wholesale districts, with Emilia-Romagna and Tuscany close behind. A Rome buyer is often buying for a regional network and a Milan buying office is often buying for the country, but the compliance question is identical, because Italian label law applies wherever the goods are sold.
Italy’s requirements are stricter than the EU baseline in two specific ways worth naming. The label information must be in Italian, and Italy also requires the identity of the manufacturer, trader or importer to be identifiable on the product, together with product-type identification and disposal information. Sanctions under the consumer code fall on both the party that placed the product on the market and the distributor that made it available without checking, which is why Italian retailers push the verification upstream to their supplier.
Practically, that means an Italian buyer should settle the label artwork before sampling: the fibre declaration in Italian using the fibre names in Annex I of Regulation 1007/2011 in descending order of weight, the care instructions, and the full name and address of the responsible operator. Abbreviations are not accepted.
Xiamen to Rome: Routing Through Genoa and the Mediterranean
Xiamen does not have a direct service to Rome. The usual air routing is one-stop through Shanghai, where a Shanghai–Rome service operates, or through Beijing, Doha or Istanbul, with total airport-to-airport time of fifteen to twenty hours and door-to-door air freight of about five to eight days.
Ocean freight lands at Genoa or La Spezia, Italy’s main container gateways, and then moves by road or rail. Mediterranean ports from Chinese origins run roughly 30 to 38 days port to port on current services, with Genoa typically toward the middle of that range from central and south China. For Rome specifically, the inland leg from Genoa is around six to eight hours by road, so door-to-door planning of 40 to 50 days is realistic once Italian customs clearance is included. Livorno and Civitavecchia are alternatives, with Civitavecchia convenient for Rome but limited on main-line container services.
As with all Mediterranean routings, the EU Emissions Trading System surcharge now appears as a separate line on Asia–Europe invoices following full implementation in 2026, so compare quotations on total landed cost rather than on the ocean freight line alone.
Italian Labelling, Duty and VAT
Fibre composition follows Regulation (EU) No 1007/2011: generic fibre names, percentages by weight, descending order, on a durable and legible label. Italy has applied the Regulation since 2012 and adds national requirements on top. The information must be given at least in Italian, and it must also appear in Italian in catalogues, specifications, packaging and labels used in distance selling, so an Italian web listing is covered by the same rule as the physical label.
Beyond the fibre declaration, Italian practice expects the identity and details of the party responsible for placing the product on the market — manufacturer, trader or importer, with a contact address, and the importer’s details where the goods are imported. Product-type identification, such as a lot, series or article number, is also expected. Care and safety information has to be in a language easily understood by Italian consumers.
On cost: knitted and woven apparel from China attracts duty in the region of twelve percent under the common external tariff, and Italian VAT is twenty-two percent on the duty-paid value. An Italian EORI number is required to clear the goods. Since December 2024, Regulation (EU) 2023/988 has also required an EU-established responsible economic operator and a technical file — for an Italian importer, usually your own Italian entity.
Chemical Compliance and the Green Claims Trap
REACH Annex XVII restricts azo dyes that can release listed aromatic amines above the threshold in textiles worn against the skin, and it restricts formaldehyde and certain heavy metals. Underwear is a skin-contact article, so this is the area a laboratory test will focus on. OEKO-TEX Standard 100 certification on the fabric gives your buyer a recognised reference point, and we share the certificate numbers for the materials on your order at quotation.
One Italian-specific caution: claims. Italy’s regulator has been active on environmental and origin claims, and an unsubstantiated sustainability statement on a label or a listing is treated as an unfair commercial practice. If your marketing references a certification, it should reference the certificate that actually covers the product on the order — not a mill-level certificate for a different fabric.
