Argentina has changed more than any other market on our list in the last two years. The pre-shipment import declaration regime that used to gate every shipment has been dismantled, the tariff on apparel has been reduced, and the practical barriers to importing have fallen substantially — which makes Buenos Aires, the country’s commercial centre and the base for most apparel importers, worth a fresh look. Unitex Underwear (Xiamen Unitex Trade Co., Ltd.) is a China-based underwear supplier working through long-term BSCI-audited partner factories in the Fujian knitwear corridor — men’s, women’s and kids’ knitted underwear, MOQ 2,000 pcs per style and colour, FOB Xiamen.
What Changed in Argentina, and Why It Matters to a Buyer
For most of the last decade, importing into Argentina meant clearing a pre-shipment declaration before the goods could leave origin, and a slow, unpredictable approval process was the normal state of affairs. The system was replaced in stages — the earlier licensing regime gave way to a declaration system in late 2023, and that in turn was withdrawn in early 2025 — so the pre-shipment gate that used to define Argentine import planning is no longer part of the process. For a buyer, the effect is that the critical path has moved from the paperwork before shipping to the ordinary mechanics of customs clearance after arrival.
Tariffs have moved in the same direction. A decree in March 2025 reduced the duty on finished garments to around twenty percent, down from a rate that had previously sat at the top of the MERCOSUR common external tariff for apparel. Combined with the removal of the pre-shipment declaration, that materially changes the landed cost of a Chinese underwear programme, and it is why several of the conversations we have with Argentine buyers now are about expanding an existing range rather than testing whether importing is viable at all.
The caution that belongs alongside this is that Argentine trade policy has been volatile for a long time, and both the tariff level and the procedural requirements can change again at short notice. Nothing on this page should be treated as a substitute for confirming the current position for your commodity code with your Argentine customs broker before you price a range. What we can say with confidence is what we control: the product, the labelling and the export documentation.
Xiamen to Buenos Aires: The Longest Atlantic Leg
Buenos Aires sits at the far end of the South Atlantic, and the routing reflects it. Services from China to the River Plate run in the region of thirty to forty days port to port, either through the Strait of Magellan or via transhipment at a hub such as Singapore, Busan or a Mediterranean port. Transhipped routings are more common on this lane than on a European one and typically sit toward the upper end of the range, so a realistic door-to-door plan is forty-five to sixty days including clearance and the inland leg. Direct calls exist but are less frequent, so the sailing schedule rather than the distance is often what determines the date.
Air freight lands at Buenos Aires Ezeiza. Xiamen to Buenos Aires is normally a one- or two-stop routing through the Gulf, Europe or North America, with total airport-to-airport time in the region of three to five days. It is used for samples and for a high-value urgent shipment, and the freight cost is significant enough that it belongs in a conversation about margin rather than treated as a logistics detail.
Because the transit is long, the Argentine programme tends to work on a longer planning cycle than a European or Asian one. Buyers place the seasonal buy earlier, hold more stock, and place fewer reorders. That has a knock-on effect on the size ratio: with less ability to top up a style that sells well, getting the size curve right on the first production run matters more here than in almost any other market we cover.
Argentine Labelling, Duty and IVA
Argentina applies the MERCOSUR technical regulation on textile product labelling, which sits on top of the national consumer protection framework. The label has to be in Spanish, carry the fibre composition with the percentage of each fibre stated precisely, give the care instructions, and identify the importer with its Argentine tax number, the CUIT. The origin statement is required in a prescribed form — the regulation specifies the prefixes that may be used to introduce the country of origin, and the statement has to be accurate, because a country-of-origin claim carries consumer protection consequences as well as customs ones. The fibre percentage accuracy requirement is stricter than in some markets, with a tight tolerance and a specific-precision rule, so the composition stated on the label has to match the tested composition rather than round conveniently.
On cost, the duty position has improved but remains material. The March 2025 decree brought the duty on finished garments down to around twenty percent, and value-added tax applies at twenty-one percent on the duty-paid value, recoverable by a registered importer. An Argentine importer needs an import registration and the CUIT is central to the process — it is the number that appears on the label, on the customs declaration and on the tax filings, which is why the identity of the importing entity has to be settled before label artwork. As with Brazil, Argentina is a MERCOSUR member and the customs regime is a formal, document-heavy one, so a licensed broker is effectively mandatory and the invoice and packing documentation should be treated as a compliance exercise.
Two product-level points are worth carrying into the brief. Children’s apparel is subject to safety requirements covering cords, small parts and flammability, so a kids’ range needs the corresponding test evidence before shipment. And chemical compliance on skin-contact textiles — azo dyes and formaldehyde in particular — is enforced on the same basis as in the European Union, so the test evidence we hold for a European programme is generally the right evidence for an Argentine one as well.
What We Do, and What We Do Not Do
Unitex is a sourcing and supply-chain management company and owns no production facilities. We develop styles, source fabric and trims, place orders with long-term partner factories in the Xiamen–Quanzhou–Jinjiang corridor, and run production follow-up, AQL 2.5 inline and final inspection and export documentation. Compliance evidence is amfori BSCI at the partner sites and OEKO-TEX Standard 100 for the materials on your order, with certificate numbers shared at quotation.
For an Argentine programme we build the Spanish-language label with your importer’s CUIT and the prescribed origin statement, set the size curve with the buyer rather than converting a European one, and produce documentation detailed enough for a clean entry. What we are not is your importer of record, your customs broker, or the holder of an Argentine import registration. We state only what we can evidence — amfori BSCI social audits and OEKO-TEX Standard 100 at the partner sites; anything else a retail supplier code requires is confirmed per order. We describe ourselves as a sourcing and trading company rather than a manufacturer.

Buyer checklist
- Settle the importing entity before label artwork, because its CUIT number has to be printed on the garment.
- Build the Spanish label with the prescribed origin statement and precise fibre percentages rather than rounded ones.
- Confirm the current duty rate and procedural requirements for your commodity code — Argentine trade policy has changed repeatedly.
- Set the size curve with the buyer at development stage, because the long transit makes a mid-season correction impractical.
- Hold the children's apparel safety test evidence before shipment if the range includes kids' sizes.
- Appoint a licensed customs broker and complete the import registration before booking production.
