Dubai is not only a consumer market of a few million people. It is the distribution hub through which a large share of Gulf, East African and CIS apparel demand is financed, warehoused and re-exported, and a Dubai buyer’s brief usually reflects that. Unitex Underwear (Xiamen Unitex Trade Co., Ltd.) is a China-based underwear supplier working through long-term BSCI-audited partner factories in the Fujian knitwear corridor — men’s, women’s and kids’ knitted underwear, MOQ 2,000 pcs per style and colour, FOB Xiamen.
What a Dubai Buying Brief Usually Looks Like
Dubai’s underwear trade runs through three fairly distinct buyer types, and each one asks for something different. The first is the traditional wholesale trade around Naif, Al Ras and the Deira souks, buying deep on a small number of styles and selling across the Gulf and into East Africa on price and availability. The second is the licensed brand distributor, working to a principal’s spec sheet and care label artwork. The third, and the fastest-growing, is the re-exporter registered in Jebel Ali Free Zone or one of the mainland free zones, importing stock, holding it outside the UAE customs territory and shipping it on to Saudi Arabia, Kuwait, Iraq, East Africa or the CIS without ever releasing it into local circulation.
That third model is what makes a Dubai brief different from a European one. The buyer thinks in terms of cartons that must survive a second sea leg, labels that satisfy more than one destination market, and a customs position that depends on whether the goods enter the mainland or stay inside the zone. A label set that works for the UAE and Saudi Arabia at the same time is worth more to this buyer than a marginally lower unit price, and it is one of the things we ask about at quotation stage rather than after sampling.
The single most common cause of a stalled Gulf programme is the label, specifically the language. A care label that ships with English only will not clear. Getting a bilingual Arabic and English label sewn in at the partner factory costs almost nothing at production and is close to impossible to fix elegantly once the cartons have left Xiamen.
Xiamen to Dubai: Jebel Ali, and Why Transit Is Short
Jebel Ali is the largest container port in the Middle East and one of the few in the region with a genuine density of direct main-line calls from China. Container services from Xiamen into Jebel Ali run in the region of three weeks port to port on a direct call, with a lower bound around eighteen days and slower services transhipping through Singapore or Port Klang taking closer to four weeks. Allow roughly four weeks door to door once export clearance at Xiamen, Jebel Ali discharge and inland delivery are included; a container going on to a free-zone warehouse adds the JAFZA gate move rather than a full import clearance.
The air route is one of the shorter ones on our list. Xiamen to Dubai is a direct flight of around eight to nine hours depending on the service, which makes a factory visit genuinely practical inside a working week for a buyer based in the Emirate. For cargo, air freight lands in two to four days airport to airport, and Xiamen Gaoqi has the freighter capacity to support it.
One routing point worth planning around rather than discovering: if a sailing is diverted around the Cape of Good Hope instead of transiting the Red Sea, add ten to fifteen days to the Asia–Middle East leg. It does not happen on every service, but a launch calendar with zero float is a launch calendar that will be missed at least once a season. We flag the routing on the booking confirmation so the date on your own planner reflects it.
UAE Labelling, ECAS Conformity, Duty and VAT
Two regimes sit on top of each other in the UAE. The first is labelling. Textile products sold in the Emirates must carry the fibre composition, the care instructions and the country of origin, and the information must appear in Arabic or in Arabic and English together. Where both languages are used, the practical reading of the rule is that the Arabic text must not be less prominent than the other language — the same font size or larger, and legibly printed. Care labelling is expected to be a permanently attached, sewn-in label rather than an adhesive sticker, and self-adhesive care labels on their own are a well-known cause of a shipment being held at the port.
The second regime is product conformity. Textile and apparel products fall under the UAE’s product safety and conformity framework administered by the Ministry of Industry and Advanced Technology, with the ECAS scheme as the route most importers use. In practice an approved conformity assessment body — SGS, Intertek, TÜV and similar — issues a certificate of conformity against the applicable UAE or Gulf technical regulation, and the shipment clears against that certificate. The evidence normally requested is fibre composition, care and origin labelling, plus chemical test reports for azo dyes and formaldehyde on skin-contact articles. Administrative penalties for placing non-compliant goods on the market are in the order of several hundred to a few thousand dirhams per offence, which is trivial next to the cost of a held container.
On cost, the UAE applies the GCC common customs tariff at five percent of the CIF value on most apparel, and VAT at five percent on the duty-paid value. For a buyer registered in a free zone, the position is different in a useful way: goods held inside a free zone such as JAFZA sit outside the UAE customs territory, so duty and VAT are not triggered until the goods are released into the mainland, and goods re-exported out of the zone never trigger them at all. That is the mechanism behind Dubai’s re-export trade, and it is worth confirming with your own customs adviser how it applies to your specific licence and to goods moved between free zones and mainland distribution.
What We Do, and What We Do Not Do
Unitex is a sourcing and supply-chain management company, not a manufacturer and not a factory. We develop styles, source fabric and trims, place orders with long-term partner factories in the Xiamen–Quanzhou–Jinjiang corridor, and run manufacturing follow-up, AQL 2.5 inspection and export documentation. Our compliance evidence is narrow and verifiable: amfori BSCI audits at the partner sites, and OEKO-TEX Standard 100 certification covering the materials on your order, with certificate numbers shared at quotation so your team can check them directly.
We state only what we can evidence — amfori BSCI social audits and OEKO-TEX Standard 100 at the partner sites; anything else a retail supplier code requires is confirmed per order. We are also not your importer of record in the UAE, do not hold a JAFZA licence and cannot act as the entity holding your goods in a free zone — that sits with your own licensed company. What we can do is build the Arabic and English label set, supply the chemical test reports your conformity body will ask for, and pack and document the shipment so that the second leg out of the Gulf moves as smoothly as the first one in.

Buyer checklist
- Build one bilingual Arabic and English label set before sampling, with the Arabic text at the same size or larger.
- Confirm with your conformity body which UAE or Gulf technical regulation applies to your garment before the shipment sails.
- Order the care label sewn in rather than stuck on — adhesive care labels are a documented cause of holds.
- Agree with your customs adviser whether the goods enter the mainland or stay in a free zone, because that decision decides the duty and VAT position.
- Ask for azo dye and formaldehyde test reports on the skin-contact fabric, not a general declaration.
- Budget float for a Cape of Good Hope diversion of ten to fifteen days on any sea shipment to a fixed launch date.
