Tender-Style Procurement: What Beijing’s Buyers Need in the File
A tender or framework-agreement process asks different questions from a commercial buyer building a private-label range. Price still matters, but it competes with documentation completeness, delivery certainty and the supplier’s ability to hold a fixed specification across a long contract. A bid that leaves an annex blank is usually eliminated before anyone looks at the unit price.
Three things we see repeatedly from Beijing buyers. First, the goods are often a plain, durable basic rather than a fashion style — cotton briefs or boxer briefs in a limited number of sizes and colours, produced identically across shipments. That is a good fit for the way our partner factories run: a fixed specification, a locked measurement chart and a reorder that comes out the same. Second, quantity tends to be lumpy in larger lots, which suits container-level production and makes the 2,000-piece minimum per style and colour a non-issue. Third, the documents matter as much as the product: certificate of origin, conformity documents for the destination market, packing lists and invoices that match the contract line by line.
Where we have to be direct is on certification language. If a tender annex asks for a certification we do not hold, we will say so in writing rather than sign a declaration we cannot support. Documents a Bid Package Usually Requires

Reaching the Factories from Beijing
Beijing to Xiamen is a long leg on the map, and the honest planning advice is to fly. Direct flights from Beijing Capital and Beijing Daxing to Xiamen Gaoqi take roughly two and a half to three hours across the main carriers, with several departures through the day. High-speed rail between Beijing and Xiamen North runs roughly ten to eleven hours, which is workable only as an overnight or if the trip is combined with another city on the way south.
For a formal tendering process the pattern we see is one pre-award visit that covers the sample room and at least one production site, then inspection handled remotely or through a named inspector, with our Jinjiang liaison office tracking the order on the floor day to day. That structure is deliberate: the factory is not next door, so the value a sourcing company adds is having people permanently on site rather than you travelling for every milestone.

Men’s Underwear Programmes Most Often Built for Beijing Buyers
Procurement-style programmes tend to be plain, durable men’s basics: men’s briefs and boxer briefs in cotton and cotton-spandex, in a compact size grid with two or three colourways repeated across shipments. Trunks and thermal or baselayer lines also come up where the goods are destined for colder markets.
Where a programme is being assembled for mixed distribution, the broader range — women’s underwear, kids’ underwear and plus size to 5XL — is usually split into separate style numbers with their own minimum quantities, rather than merged into one line item. Getting that breakdown into the tender quantities early avoids a contract that cannot be produced as written.
