Thailand used to be a straightforward market: check the label, clear customs, ship. That changed in September 2025, when a rule was notified that pulls infant and children’s apparel under a chemicals standard. For anyone selling kids’ underwear into Thailand, this is now the first question. The new kidswear rule: TIS 2346 and a 270-day clock
Thailand notified G/TBT/N/THA/792 on 19 September 2025. The draft ministerial regulation, issued by TISI, requires infant and children’s apparel and other textile products to meet TIS 2346-2566 (2023) — safety requirements on harmful dyes and chemicals. The scope runs across clothing, hats, socks, diapers, mittens and scarves. The stated test basis is ISO 14184-1 for formaldehyde and ISO 14362-1 / 14362-3 for azo dyes, and the rule takes effect 270 days after publication in the Government Gazette. Orders placed now are inside that window, which is why the question arrives earlier than buyers expect.
What that means in practice
A supplier statement is not evidence here. What the buyer needs is a test report on the ISO methods the standard references, from a laboratory the reviewer recognises, linked to the actual fabric lot. We prepare the specification so the tests can be run against a stable composition, and the material certificates come from the partner factories rather than from us — worth knowing, because the certificate holder is a question your importer will ask.
Labels: the Consumer Protection Act list is longer than most buyers assume
Thai labels carry the product name, the importer’s or manufacturer’s name with the registered trademark, the country of manufacture, the place of sale, the size, the instructions, and where the channel requires it, the price. Type has to be legible and proportional to the label area. Thai script is what the local reviewer reads; we prepare the artwork and send it for approval before printing, because re-labelling after cutting is charged per piece.
Customs: e-Customs, documents, and where delays start
Import runs through Thailand’s e-Customs electronic declaration: invoice, packing list, certificate of origin and the test documents. Most delays we see are not tariff questions — they are mismatches between what the invoice says and what the label says. We keep the specification frozen after approval and issue documents that agree with the label line for line.
